I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Well, it depends on your version, but if it's fairly recent this might work:

First move the modules to a folder a normal user can't access:
mv /lib/modules/$(uname -r)/kernel/drivers/usb/storage/usb-storage.ko /home/admin/

Then in /etc/rc.local add:

rmmod uas
rmmod usb_storage

After a reboot the usb module should not work anymore...

if i block USB ports what hapens USB mouse and keyboard?
You cannot block USB ports to only selected USB devices.
Blocking will also block the USB mouse and USB keyboard.
