Mails getting stuck in submission queue

The execution time of agent 'FSE Routing Agent' exceeded 90000 milliseconds while handling event 'OnSubmittedMessage' for message with InternetMessageId: 'Not Available'. This is an unusual amount of time for an agent to process a single event. However, Transport will continue processing this message.

All you have done is disable Forefront, which shows it is the problem.
You will need to reinstall it.

I have complained about the C grade because removal/reinstall of Forefont is a well known fix for this issue.

I have Exchange2010 installed on Server2008R2, there was some issue with Forefront engine updates.
All of sudden we found that the emails are getting stuck in the submission queue ...  in the evenviewer I found the error " The execution time of agent 'FSE Routing Agent' exceeded 90000 milliseconds while handling event 'OnSubmittedMessage' for message with InternetMessageId: 'Not Available'. If Forefront updates are causing a problem, then disable forefront, remove it, reboot the server and reinstall it.
