wifi stopping on android phone and using data plan

on my android phone how can I be certain I am using wifi and not mobile data plan
mobile data plan is limited
I do not want to discover afterwards

for example wifi could stop for seconds, minutes and I would not know

Look on the top row of your Android. On my iPhone there is either a 3G icon or a wireless icon. It is easy to know and tell the difference.

It should default to Wi-Fi where you have both Wi-Fi and a profile for that Wi-Fi. Otherwise it should be on 3G / 4G.

An alternative would be to DISABLE MOBILE DATA on your phone until you wish to use it, then enable for the period you need it, then disable it again.
This way you can be guaranteed the phone will not be using data without your knowledge.

Definitely go for the manual mobile data on/off method, as indeed, with weak or shoddy wifi access points, you will drop back to your mobile data connection in some situations (prolonged outage). On most phones, you can put the mobile data toggle on top of your drop down / notification menu, so it takes about 1 second to turn it on or off.

and how can I see outage in real time?

Yes, it is foolproof. Depending on which Android, the icon to disable it might look different. You can see indeed it's off if the 2G/3G/4G/H icon is NOT in your status bar.
