Site to site VPN or browser based connection.

this is will be used by third parties to connect to current public SFTP server for downloading files which will get internally mapped to our ftp server for file storage.

which option is better? site to site vpn or browser based
do we need HTTP basic authentication or AD authentication is required or not?
any protocols or certificates to be considered in both scenarios.

By "third parties" do you mean individuals or companies?  If individuals, then a browser based solution. Otherwise, you'll have to provide the VPN client to the users (and possibly walk them through installing and configuring).

If it's a company with many people accessing the VPN, then a site-to-site would make sense. But that will require their IT staff to configure their router or firewall to create the VPN tunnel.
