Two AD Servers, but the computers always connected to the old 2003 server not the new 2008 server
everytime i check the set logonserver is connect to the old 2003 server
and when the 2003 server siwtch off, the computer can't logon domain
and when the 2003 server siwtch off, the computer can't logon domain

I already set to point to the 2008 AD server. but still find the 2003 rather than 2008
Few questions:
1. Â What is the OS of the servers that always want to authenticate to the 2003 DC
2. Â Are all DCs in same site, if not then does each subnet have it's own DC or is part of a site with a DC
3. Â What FSMO rights are held by which DC
4. Â What is the IP configuration on the affected computer and what are the IP addresses of the DCs
5. Â What roles are held by each DN (i.e. DNS etc.)
6. Â Have you run DCDIAG on each DC and see if there are any issues or errors
Without additional information, it is difficult to know what is causing the issue

So it means that still your windows 2003 acts as an additional domain with global catalog, along with exchange 2003.
Could you run the below command in your servers and see which server holds the FSMO /if any FSMO roles are still held by your old server?
netdom query FSMO
This will list which server holds the roles.
Are you using DHCP if so , on which server you have configured DHCP?
Could you make sure that both you DCs' DNS points to its own IP?  Then on your client PC (for a test), point the DNS to the new server only, restart the PC and see if you can log in, if you can log in run the  below command and see the results;

I really don;t have scripts folder in QSSRV, so I need to follow the step to restore of sysvol (d4) ?

Before recreating /rebuilding the SYSVOL, could you clear all the windows event logs, including Applications and Services event logs, then again run Dcdiag and post the details?

Why do you have 2NICs in your INTSRV? any reason? If not disable.
Once done, do a force replication from your INTSRV to QSSRV, as per the link;

I Checked and there is no error, than I change the BurFags to D4 but when I check the File Replication Service is still didn't show event ID 13516 only show 13559

Good. Now when when you check //QSSRV, do you see  policies & scripts in SYSVOL?
If it shows, then add only the IP of your QSSRV to the DNS of your PC. Then run the command ipconfig/flushdns, give a restart and try log on.

they should point to the 2008 server else it won't find the domain if it's trying to connect to the 2003 server for DNS
