Sharepoint Log in Different User
How can this issue be fixed : open SharePoint site and need to click sign in as different user .. but when entering username/password it still shows last username and password and need to open a new tab in IE and re-type the sharepoint URL , ,
or this also happens : sometimes have to type in credentials 4-5 times before it authenticates.

after logging in with other user, press ctrl+f5 to clear the cashe. Maybe this helps.

The issue is that most times we have to enter the credentials 3-4 times before it goes to site ... (you enter it once .. username/password prompt returns .. enter it again , prompt returns ... enter it once more - site opens)

does that happen on the main portal e.g. http://portal.com/? If you have not checked this please do so.
The reason I'm asking to check is you might be on a certain page which do have something which need authentication.
However, if you have the same issue on the main portal page also, I would advice to add the site to Internet Explorer trusted sites. If the issue still persisits post a reboot, I would then suspect on the server settings, which is less likely though.

sites is added to trusted sites , and it happens to main sharepoint site as well .. (most times) .. there is times it works on first try ... , ,
did you try opening the site in Chrome or firefox?
You should also clear the internet explorer cache.

What kind of client OS and browser?
This is normally related to cached elements.
