I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Go to the Windows Update Troubleshooter site and run the FixIT for Vista / XP.

https://support.microsoft.com/en-us/kb/971058

See if the FixIt solves the update issue.

Make sure your clock displays the correct time, date, and time zone.  Also run an sfc /scannow to check for file corruption.

Make sure that before you do the rest of the updates, to install the latest ServicePack for Vista. As far as I know you can install SP2 directly as I think it is cumulative, but I'm not sure, it may need SP1 before that (provided your factory restore was Vanilla Vista).

Its was very stupid on my end. The time was wrong it was showing year 2004. The problem was caused by the bad battery so I  replaced. I was able to download the updated.

Thank you everyone.

Now I have two problems But I will open a new case:
1) I Unable to download chrome browser
