not able to download addressbook
Lots of user of my org are getting the below error while downloading the OAB.
Task "Microsoft Exchange" reported an error (ox80190197) : The Operation failed
Steps that have been performed by me:-
Step 1: Manually download the Offline Address Book and then make sure that Cached Exchange Mode is enabled- did this step still getting error.
Step 2: Check that the Background Intelligence Transfer Service (BITS) service is running
Step 3: This issue occurs if the Outlook client computer is configured to use proxy settings when Windows Internet Explorer is used.- No proxy server has been mentioned.
Please advise.

Can you clarify what that means?
Do you have a proxy server? If so, then you need to exclude the Exchange server from the proxy configuration so the client connects directly.

removing the SSL option, would lead to security breach and i can't do it from server.

Could give a test so as to make sure you have no issues with your SSL in OAB?
Have you checked all the exchange services are running ? Have you checked all your events (warnings/errors) in your exchange?

Open IE
go to tools > options
Connections tab
Check Lan Settings
Check if your ISA is listed in the proxy.
check the box - bypass proxy server for local address.
Restart the computer and see if outlook can download OAB
