Windows Server 2012 - Windows cannot access the specified device, path or file.You may not have the appropriate permission to access item

Hi all,

I just installed a new DC 2012 in an existing DC 2003 and after it got promoted as a new DC 2012 I start receiving errors on every item I open such as cmd, services.msc etc. The error is "Windows cannot access the specified device, path or file. You may not have the appropriate permission to access item"

Any ideas please? I logged in on the new DC with a domain admin + an Enterprise Admin and on both profiles I receive the below errors.

Sounds like UAC is enabled.  Have you tried opening CMD.EXE as Administrator.

Yes UAC is switched off and DC has been rebooted just in case.  The run as administrator does not work too.

Yes I did the  adprep/forestprep on the Schema Operations Master DC.
