How to tell who is wireless provider for a new iPad?

I have a newly purchased iPad erased to factory settings. Is there a way to tell who is/was the wireless provider for the iPad?

You mean the mobile provider for the SIM card that was installed? I guess Apple should be able to tell you since it is Apple themselves who are the only ones to be able to "unlock" these devices (service providers cannot do this).

What if it was not purchased directly from Apple?

You can view the APN settings on your iOS device in Settings > Cellular > Cellular Data Network.
