You aren't being very clear about what you want to achieve.  Do you NOT want both email domains to be associated with all the users?  or do you?

You probably have both domain listed as accepted domains and have recipient policies to define the email addresses for your accounts.  If you want some users to only have @buyuk.com and others to have @kucuk.net then you need to set your filtering on the email address recipient policies so that they filter to just the set of users who should have that email domain.  By default the recipient policies will apply to all users so each user will have both email addresses associated with their mailbox.  One of them will be the default email address which is defined by the order of the recipient policies.

Just create a second email address policy and apply it to all your users.  You should see the default one there so you can use that as a reference when creating the new one.

You won't need to do anything in Outlook. If the email address policy creates an email address for the user on their email addresses tab and it is an accepted domain with all the mx records in your external DNS zone pointing to your exchange server they should get the emails just fine.
