Check the following:

1. Make sure you are using Office 32-bit even on a 64-bit machine.
2. Open Control Panel, Programs and Features. Click on Office and do a FULL repair. See if that helps.
3. If no, make a new, test, Windows User Profile (account). Log into the new account and try Office in the new account. If this works, the Windows profile is damaged.
