Installing configuring WSUS for an offline airgapped network

I am trying to install  Windows updates to computers that are located on a network segment that is not connected to the internet by  following the instruction in the link below
The  external Windows 2008 R2 server that is connected to the internet is the Export server and l have been able to configure WSUS and download the updates required.
However I  am unable to install WSUS to the Windows 2008 R2 internal  import server as it it not connected to the internet for security reasons.  I have tried to import the updates the wsusutil.exe import but it is not working. I would appreciate your assistance.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

why don't you just configure that second server to be a downstream server so that it pulls updates from the one connected to the internet?

Hi Seth
For security reasons the 2 servers are not to be connected together, this would present a security risk that will not be accepted.

Hi David
I am aware about the wsus tool, however as a security conscious organisation it will be preferable if l use the microsoft tools, as opposed to a third party free tool. In addition my organissation does not allow it. However l do appreciate your assistance.

You really haven't told us what the error is on the import server when you try to install WSUS?   And why does this disconnected server need updates?

Download this and install the x64 version

That is all you need. WSUS role wizard downloads this in the background.
