Perhaps the pid.nbf file itself is corrupt. Try shutting down Domino, deleting (or renaming) the file, then restarting Domino. The server will create a new pid.nbf file when it starts.

What will pid.nsf holds? will it cause issues if I delete it. I am not Domnio admin so I want to make sure.
It holds the Process IDs of all Notes/Domino processes. It can be deleted while Domino is still running, but it would be better to shut down Domino first, then delete it.

It seems possible that the notes.ini gets corrupt and replaces the Directory=pathname with odd characters:

By far the best suggestion I can give: Upgrade!
