sql server compact windows 8.1 error

We are installing a program from windows 7 to windows 8.1, and we are getting an error when we try to restore the database to the program.  The program installed with no problem.  

Here is the error:

you are trying to access an older version of a sql server compact edition database.  if this is a sql server ce 1 or 2 database, run upgrade.exe.  if this is a sql server compact edition 3 or later database, run compact /repair.

Where do I go to run compact /repair?   I am used to sql management studio but I don't see it.  
I have download sql compact 3.1, 3.5, and 4.

Which version of SQL compact are you running on your Windows 7 computer?  You need to be running the same version.  I would suggest that you update the Windows 7 computer SQL compact to 3.1 or 3.5 then try and migrate the database.

The old computer has compact 3.1 and 3.5 installed.  Can windows 8.1 use 3.5 or does it need a newer version?

Windows 8 has issues with 3.x but it does work with version 4.x.  You can download load 4.x from here.
