first, you need to set the root folder before opening the dialog.
second, you need to set the folder "enum" value:
https://msdn.microsoft.com/en-us/library/system.windows.forms.folderbrowserdialog.rootfolder%28v=vs.110%29.aspx

Dim result As DialogResult
            With Me.FolderBrowserDialog1
                .RootFolder = Environment.SpecialFolder.MyDocuments
                .ShowDialog()
            End With

Sub BrowseForFolder(ByVal InitialFolder As String)

First create a FolderBrowserDialog object
Dim FolderBrowserDialog1 As New FolderBrowserDialog

Then use the following code to create the Dialog window
Assign the initial folder according to whether there is text in
the textbox or not
With FolderBrowserDialog1

            If InitialFolder = String.Empty Then
                .RootFolder = Environment.SpecialFolder.MyDocuments
                        Else
                .SelectedPath = InitialFolder
            End If
