Configuring LDAP with SSL for Server 2012

Current environment:
Configured a Server 2012 R2 Domain Controller
Then added a Root CA that is joined to the domain.
Servers all use the Root CA for Remote Desktop certificates.

Question:
How can I make sure LDAP with SSL is working for the domain controller, and also make sure it is using the Root CA if certificates are involved?

Hmm it looks like LDAP with SSL is not running. How can I get that working?

Was working the whole time but will award points since telling me to use ldp.exe kept me in the right direction
