is there a way outlook can be set to track changes to "Contacts" in a scenario where the "Contacts" is shared with more than one people. COntacts are on a exchange 2013 mailbox being managed or accessed using Outlook 2013 .

Not natively, perhaps a 3rd party tool can do this

Yup there are no such function.

On the creative side, (although not operation workable, friendly)
you can use in-place hold on the mailbox that will track all changes on ALL content (not only contact)
and hence you have the ability to track them in e-discovery.

As said, Creative but not feasible without admin involves.
