Access to users

Haven't used Access in a long while, so I have a couple questions.  
Can I send an Access form to a user and have them use it like an executable?  
Do they have to have Access installed on their computer to use the form, if so?  
If I want the users to see a database on a server would I just setup an odbc connection on everyone's computer?

No, InfoPath is something like that.  Access is not.
Do they have to have Access installed on their computer to use the form
Full-blown Access or the Access run-time is a required element.

That subject is much more complex than a simple statement.
Access can take data from a myriad of datasources as a front-end
database on a server
SQL Server database, Oracle, or an Access file on a file server?
Access can create linked tables to all these and more.
You set the linked tables up in an Access front-end and distribute that Access front-end to the end users.
ODBC is the primary means to link to non-Access data.
