Can't create new VM on Server 2008R2 in Hyper V

I have a server 2008r2 host with hyper v. There are currently 2 virtual machines in Hyper-V. When I try to create third, I get the following error:

The server encountered an error while create"machine name"

The operation failed.

Failed to create external configuration store at "virtual machine location": General access denied eorror (Virtual machine ID 0X800700005)

I have other servers hosting hyper v and virtual machines. I compared security setting on the folders for the virtual machines and I do not see any difference. This is a production server so I cannot wipe it and try again. Assistance is GREATLY appreciated.

What is the guest machine?  Do you have enough disk space?  Is the guest machine a 64-bit machine?  You need to permit 64-bit in the BIOS if you have not already.
