is there anyway in vcenter to see in a single report for all VM's the VMware tools status, and version?

What is the latest version of VMware tools?

And what are the risks in not running vmware tools on a guest, or running an outdated version?

Select the virtual machine tab, and select VMware Tools Running, and VMware Tools version

this will not show a version number, but it will show, running, unsupported, current, not installed, Out-of-date

the latest version of VMware tools depends on the version of ESXi, it's different for each version and build.

And what are the risks in not running vmware tools on a guest, or running an outdated version?

Yes, of course, the version of tools, may not be supported on your Host, or has issues .e.g memory leaks.
