java error

i am trying to open ca spectrum oneclick but getting this java error.i intalled the java but again i am getting this error

its not the compile error.actually i have installed a monitoring server and when i open the web interface from client side it reuires java to be installed.so i installed the java jre7 updtae60 but when i start the application in web interface it gives me this error. which i attached.i exactly follow the instruction which are on the attached page

i am installing on win 8.1 enterprise
