how can I give a users access to all users mailboxes in exch 2013

I need to have a user setup so he can give other users access to each others calendars. How do I do that in exch 2013 like you could in exch 2007

Open the exchange shell:
Add-MailboxFolderPermission -identity XXXXX@domain.com:\calendar  -user yyyyyy@domain.com - AccessRights    
 FullAccess  ExternalAccount • DeleteItem  ReadPermission  ChangePermission  ChangeOwner
xxx is the mailbox you're adding permission to and yyy is the acct gaining access  then in outlook share calendar and send invite for invitee to connect to calendar

Do you want this user to actually have full mailbox permissions to ALL mailboxes or just have the permission to grant individuals Full Mailbox Access.

If you just want to setup a user to Grant Full Mailbox Access you can provide them Organization Management Role Group.
