Office 365---OneDrive for Business and SharePoint Online

Must SharePoint Online be enabled for OneDrive for Business to sync properly? I ask b/c when I disable SharePoint Online in the sku, users complain that OneDrive for Business stops working. However, management ask that our users not use SharePoint Online document Libraries as we already have On-Premise SharePoint sites.

Unless you are using any of the standalone plans, yes. The SharePoint license included in E1/E3/etc is responsible for OneDrive as well.
