The file really isn't a native Excel file so Microsoft is warning you.

Microsoft has ways to get around the warning message if you want to:

Check the online Oracle docs:

SPREADSHEET

(Command line only) The report output is sent to an HTML file that can be directly opened with Microsoft Excel 2000. You can generate spreadsheet output from the paper layout of reports saved in any format (.rdf, .jsp, .xml). See Usage Notes.

Sorry but I'm not a Forms and Reports person.

Yes, the excel output can be generated directly from Oracle Forms. You ought to use WebUtil library (Client_Text_IO.package). It is a part of Oracle Forms and is very well described in the Forms on-line help.
