Windows 8 Store App wont open.

Hello,

I have a computer that a customer did a refresh on. It is a windows 8, HP. He was having some issues with it and thought he would be mr. fixit and do a refresh to fix things. it removed all of his tiles, any programs or apps that he downloaded, everything except his personal files, and that is what a refresh is supposed to do. The problem I am having is that the windows store wont open. It says there is a problem with the license. Any ideas as what to do? I tried a youtube video and a cmd, but it was unsuccessful. I'm hoping there's a way to uninstall the store and then reinstall it or am I going to have to completely reinstall windows 8?

Any suggestions let me know!
