Nexus 9 NEON support

I have just purchased a Nexus 9 tablet from a well known department store in London.
I purchased it to use as a target device for developing Mobile applications using Embarcadero XE8.
to check if the device could run mobile Android apps developed with Embarcadero XE8, I ran the syscheck program which I obtained from the following link:
https://play.google.com/store/apps/details?id=com.ss.syscheck&hl=en
This reported that the device did not support NEON and therefore I will be returning the device to the vendor.
I notice that despite the fact that the vendor advertising the device as a Google Nexus 9 tablet, the tablet was in fact made by HTC.
Is it possible that a Nexus 9 manufactured by Google would support NEON ?
The manufacturer's part number advertised on the vendor's web site was 99HZF007-00  whereas the actual device supplied had a part number of 99HZF006-00.
Could this difference be the difference between a Google device and an HTC device ?

Could anyone suggest a recent Android tab device that does support NEON ?

Thanks for the information. I was waiting for someone to suggest a recommended tablet but to no avail.
I purchased a Samsung Galaxy S which is NEON compliant but unfortunately, the USB drivers appear not to work on Windows 8.1 but that is the subject of my next EE question.
