Retrieve information from RAID (dell perc) when OS is not bootable

What tools if any can be used against a Windows 2012 or 2008 Dell server with a PERC raid adapter to read the information off of the volume assume the RAID is ok/intact and just the OS is not bootable?

I am looking for a solution that boots from a USB device or DVD to basically initialize the array to read information off of it and transfer to different media in a disaster recovery solution.

I am aware that I could always do a side by side windows installation to make the system readable that way.

As long as you can boot the system with an OS that has the, in this case, perc drivers and recognizes the raid volume, the only item remaining if the OS is not windows to have the ability to access NTFS volumes.

This also depends on whether the OS installed or the data on the RAID is not encrypted/secured through other means.

To mitigate an impact of a DR situation deals with having backups of data. This will mitigate the amount of data that might be lost in a DIsaster.
You can also, while the system is operable, create a BOOT media USB/sad/DVD/CD-ROM winPE/ubcd. For each common system.
