How can I copy inhibit files and folders on Microsoft Windows Server 2012R2?

I want to allow all rights to a file or folder but prevent any copying through permission settings.
This is on a standalone application server and not part of a domain.

Hi rhservan,

If a user has read permission on a share or NTFS security, then they can copy the files/folders.
Your answer might lie with Active Directory Rights Management Services.
