word 2013 wants to save document instead of opening it

when i click on a word doc file instead of it opening it pops up the save as dialog.  this is word 2013 and i have checked the file association and it looks right.  please help!

is this a word doc that is saved on the network, desktop, or an email attachment?
Also try doing an Office 2013 Quick Repair.

Go to Control Panel.

In Windows 8, on the Start screen, type Control Panel, and select Control Panel in the search results.

In Windows 7 or Vista, click Start > Control Panel.

Click Programs > Programs and Features.

Click the Office application you want to repair, and then click Change.

In Office 2013, click either Quick Repair or Online Repair. In Office 2010, click Repair > Continue.
