Cleanup Exchange 2010 Journal Mailbox

We have an Exchange 2010 standard server with a journal mailbox setup. I setup a retention policy tag to permanently delete, tag type Inbox, with an age limit of 365 days. I have the retention policy applied to my journal mailbox. However, the old email isn't being deleted from the inbox. Any help would be greatly appreciated.
