A few questions:
Are you a local administrator?
Did you right click and run your download as administrator?
is the driver 64 bit?
If all of these are yes then try the Micros=oft Fixit at:

What type of printer is it? If it's an HP, re-installing the driver might not help.

Some HP drivers have an issue installing even if you are an administrator (I've seen this in Windows Server & Windows 7).  This is because sometimes when adding a new driver, the HP installer erroneously resets the HPTrayCount value to 0, which is not correct.  This will cause Windows to think the driver isn't installed, so you will get an error stating that "Printer driver is not installed" even though it is installed.

In the registry, you need to modify the value for the HPTrayCount to 12 for the printer in question.  Look for the HPTrayCount value under PrinterDriverData key under your printer's name in the registry:
SOFTWARE\Microsoft\Windows NT\CurrentVersion\Print\Printers\PRINTERNAME\PrinterDriverData\HPTrayCount
