Exchange 2010 Message Delayed 400 4.4.7

We have 2 messages in our queue that are being delayed. Both from the same user and to the same user. I can send an email to the recipient with no problem. I can't figure out what is keeping these messages from being delivered. Here is a copy of the message info. The sender and recipient info has been changed for privacy reasons. How do i figure out why these 2 emails from this sender to the same recipient have been delayed when others here can send to the recipient with no problems?

The Microsoft KB below shows that this error 4.4.7 is related to either maximum hops or possible loops detected between the Sender and Recipient.
