Free installation program for Windows (7 and earlier)

I am looking for a free installation program for Windows, 7 or earlier.
The program I need to install is just a set of files that should be placed in a directory.
The installation program should (not mandatory) ask for the installation language (french or english).
It should propose a directory where to put the files.
It should put the set of files there.
It should create a shortcut on the desktop
It should propose to start the program

I use the Nullsoft Scriptable Install System (NSIS). It is a free, open source product available at SourceForge:
http://sourceforge.net/projects/nsis/

It can do everything you're asking for, and more. Here's its website:

In the left side navigation, there are links to documentation, a tutorial, and many examples. I used this sample script as the starting point for my first installer with it:

I've been using the Version 3 pre-release because it has support for the !finalize command, which allows me to sign the installer with my VeriSign Code Signing Certificate right inside the script. In V2, I had to run the code signing outside the script — doable, but less convenient (and I've had no problems with the V3 pre-release).
