PayPal Buy Now - Shiiping region

Hello Experts,

I have created a button "Buy now" button in a Business type PayPal account.

I am trying to add a shipping costs for generally 3 types of shipping "Local, Europe and International.

When looking at the PayPal documents (link below) under the "my selling tools" there is a link for "shipping calculations" (shipping region).

For some reason in this PayPal account I am dealing with this link is missing and i am unable to set shipping per region.

I hope to find some help / instructions, anyone ?

Which link is missing exactly?  It sounds like you could have a different version of PayPal so the screenshots don't match up exactly with what you see.  

When you click into your profile do you see a link for "Shipping calculator" under a section labeled "Hosted payment settings" by chance?

Is your account a Personal account or a Business account?  I think you'll need to make sure it's a business account in order to get all of the additional options.

Well I was going to suggest what Andrew did - always call the processor first. Especially if it is a third party processor.  They have regulations for every country because the card associations do as well.

Have you looked at delivery companies in Germany?  Some might offer the use of their API at no charge, while you might end up paying a third party company something.

But do a search for open databases.  There are a lot of them out there and depending on how you mail it, you might be able to use it, just make sure it is up to date.

Or like some companies, use a flat fee - you will lose money on some things, gain money on others.  Cost of doing business though.

Taking Andrew Angell suggestion, I did call PayPal and my notes are what was explained over the phone.
