Exchange 2007 outlook anywhere limited to 2 connections

I have an Exchange 2007 server. However only 2 connections are allowed simultaneously externally using Outlook Anywhere. If users A&B are connected then user C can't connect. If either A or B disconnects then user C can connect. OWA is working fine. Internal users are having no issues. Does anyone have any idea what's going on?

Do you have a Throttling policy enabled?
please inform me how you know that only 2 connections are allowed? are you receiving an automatic reply informing that? or only during troubleshooting you noticed that if A and B are connected C couldn't connect unless A and B are disconnected?
