Apache/Tomcat/Jespa problems

I'm running a Windows 2008 R2 server with Apache Tomcat serving a webapp. We're using Jespa for single sign-on. We have two servers running same config. One server works fine, but the other sometimes doesn't use the single sign-on and reverts to the webapps login page or if it does allow for SSO the webapp's login box will appear in the webapp. This seems to have started when we upgraded Java to version 7.0.55, but it works fine on the other server.
All users are on Windows 7 with IE 10 or IE 11.

Check catalina.out file
Maybe it refuses to load jespa JNI DLL, or Jespa jaR, or you simply deleted tomcat authenticator config. Definetly you cannot run prehistoric java for any of those reasons.

I works 80% of the time so I think it's loading the jespa files. I did check the catalina log file on both systems and this the error I see:

 Note: further occurrences of Parameter errors will be logged at DEBUG level.

That is some HTTP request message tomcat disliked. You need debug log from authenticator to see its problems.
