OAB Server Has Been Deleted

Before I began working here the Exchange server and the server it was installed on was removed and is no longer available. I am attempting to install Exchange 2010. During my installation I get the error "The nominated Exchange server of offline address book 'Default Offline Address List' had been deleted. Nominate a valid server and restart setup."
What are my options at this point?

Is there ANY Exchange server on the platform?
If not, then it sounds like the server wasn't removed correctly.
Are the traces of the server still in the domain? If so, then the best option is to recover the old server and remove it correctly, then start fresh. If the server was simply wiped without removing Exchange then you have a mess on your hands.

Alrighty then. I have a mess on my hands. At some point there was a Small Business Server installation here and it may have been removed incorrectly. We have moved to Office 365 with Exchange Online. I wanted to build a test server. I will put it in a virtual network. Thanks for your assistance.
