Error when using sysprep on Windows 8.1

I am trying to sysprep a Windows 8.1 Enterprise box and when I do I receive the following error:

Failed to secure driver file C:\Program Files (x86)\Common Files\Intel\OpenCL\bin\x64\clang_compiler64.dll Err=0x3

There are several errors like this and sysprep will fail.  The drivers are actually in the location in the error so I am not certain what "cannot secure" means.

Though I've not experienced this specific error, I've run into comments about it when troubleshooting other Win 8.1 SysPrep errors.  The usual suggestion is to uninstall the Intel software that is generating the problem.  The culprit may be the Intel GFX Tray.
