Getting Error while applying list based data validation in excel


I have an excel sheet in which i have entered names in Cells XFC1:XFC12 and also I have named that list as Shifts. When I try to apply list based data validation in Cell C5 using the formula =IF(TEXT(C$4,"mmmm")=$C$1,Shifts,FALSE) it gives me an error the list source must be a delimited list of a reference to single row or column. Attached is the error screenshot.

The value in C4 is a date and value in C1 is a month name. I want to display the list if the month names match or else it should not display the list.

How to get rid of the error? Where am I wrong?

C4's month must equal C1 when you add the validation or you will get that error. You can add some temporary values to get the DV set and then delete them afterwards.
