table vertical rules need to touch edges

I have a table and the columns have a vertical bar. I want the vertical bar to touch the top and bottom of the table's border.

Add border-collapse: collapse; border-spacing: 0; to your table style.

Now it overlaps into the double border. Is there a way to keep it touching the inside of the double border, but not extend to the outside of the double border?

Depends on the browser. What I provided works well in Firefox. I see the overlap in Chrome however.

You can remove border-collapse: collapse;. Still looks okay in Firefox. Of course you then have to get rid of the right edge border on the last column by another means such as removing border-right: thin solid black from that table cell only.
