Opening Two Excel Files At The Same Time

I have a user, using Excel 2010 who is attempting to open a password protected Excel file from a website while having an Excel document open at the same time.  She can open multiple Excel documents locally, but the one from this website will not open until she closes what she already has open?  I know, this is pretty obscure and undetailed, but that is all I have.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

About the only reason I can see for this would be that the web file is a duplicate (in name) of a local file.

Maybe do two things:

1. An Office Repair from Control Panel.
2. Try a different Windows User Profile (Account) and see if the behaviour exists in a new account.

If John's suggestion fails it might be a quick easy check to try and open the file from a different browser while excel is running locally.
This would help pinpointing whether perhaps the issue could be browser related, and you might simply need to default or reset the IE browser.
