Windows 7 User Access Privileges

Hello Experts,

I trying to allow a user admin access to an application without constantly being asked for Admin password (or at least be able to access his/her password to access the application)

I configured user eLabStudent with the following access privileges:

But each time the user attempts to access the application they get the following:

You can see its asking for user that has admin rights with account 'Admin', even though I'm sure I've given admin access to the application to user eLabStudent.

Any thoughts please?

The application is called 'Putty Collection Manager'

Would very much appreciate your help with this

The ACL of the file has nothing to do with the privileges it needs.
Please link the download. puttycm.exe that I found does not need elevated privileges/admin passwords.
