outlook calendar sync

We use a pop mail server for our email at our company. I have a user that uses outlook 2013. They also have an iPhone. When she would enter in a new appointment or accept an appointment in outlook calendar it would show up in the iPhone calendar program. That was on iOS 8.2. She upgraded to iOS 8.3 and now this functions does not work.  Is there something I can do to fix this or is their a 3rd party program that would solve this problem?  I know that changing her outlook account on both sides to imap would probably fix this as well but she does not want to have email received that way.

I am not sure if that is an iTunes issue or not. iTunes has always offered me the calendar to sync. It says it cannot offer the calendar in Outlook.  

If this is Outlook POP3, consider doing a PST repair. SCANPST.EXE is found in the Outlook Program folder.

If this is Exchange, you might wish to talk to the Exchange Admin.

I use Outlook 2013 on Windows 8.1, iPhone 4s with IOS 8.3 and iTunes 12.1.2 . It syncs just fine using iTunes. Make sure the sync settings in iTunes are correctly set, restart the computer, turn the phone completely off, start the phone up and try syncing again.

I have also used Companion Link (companionlink.com) to sync Outlook to iPhone. Companion Link works very well also.

Here is a screenshot from the user.  It shows that they cannot select a certain calendar like your screenshot shows.

I use the newest version of iTunes with IOS 8.3. This is version 12.1.2.27 right now.
