Hello

i also try on other computer with windows XP.

When i want open an app (command prompt or notepad) with right-click and run as, i select Administrator

Windows says me :   The specified device does not exist as installed service.

I have searched in google, but only i found tips that said delete some values in registry, but it disable keyboard and mouse after restart.

As mentioned in this page from Microsoft https://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/boot_failsafe.mspx?mfr=true ,  only basic services are available in Safe Mode.  Many things are not supported in Safe Mode.

As Dave has already pointed out, safe mode is a special mode for diagnostics and repair really and will not run 99% of applications.

When you are in safe mode the operating system restricts you in what you can access and what it will allow to run.

What is it you are trying to run in safe mode and more importantly WHY?
