There are many ways to do it. Without knowing about the libraries you have to hand, the following is a pure java way to do it without making use of JAX-WS or Apache Axis.

URL url = new URL("http://location of web service "); //put location of web service here
HttpURLConnection con = (HttpURLConnection) url.openConnection();
con.setRequestProperty("Content-type", "text/xml; charset=utf-8");
con.setRequestProperty("SOAPAction", "http://location of web service");

//construct the request xml with your parameters etc
String reqXML = "<?xml ...<soap:Envelope ...";
OutputStream reqStream = con.getOutputStream();
reqStream.write(reqXML.getBytes());
InputStream resStream = con.getInputStream();
BufferedReader in = new BufferedReader(resStream);

//Write the SOAP message response to a String.
while ((responseString = in.readLine()) != null) {
    outputString = outputString + responseString;
}
//Parse the String output to a Document
Document document = parseXmlFile(outputString);

//At this point you have the Document object representing the response.
}

I would advice using a library - maybe something like Apache CXF.
