Personal folder can be moved, jsut right click it and then properties and there in one of the tabs there is the move function.

Installed software cannot be moved directly. You need to uninstall and then reinstall it on the new partition.
If you move them you need to edit all config files and registry keys for that software to adjust all paths and drive letters to the new location. If you forget one place, either as its saved in unusual place or as non ascii and thus invisible you might hav a malfunctioning software. So uninstall/reinstall is the clean way.

System restore data cannot be moved off to another place.

thanks for personal folder

for new aplication, i should modify config files and registry files?

This method works also for windows 8.1?

Nope you shouldnt, especially for large and complex software not. Its too troublesome and takes longer as a reinstallation. Then its more easy to install a larger harddisk and mirror things to this disk and enlarge c afterwards. Then you do not need to move anything and have space again on C.

Win 8.1 for folder migration or software move? It should both work similar there as on winXP.

For  Metro APPs i have no idea.

the registry must be local and is in a fixed location.  Many programs installer lets you change the installation location i.e. defaults to c:\program files\company\program-name but you can change it manually.
