I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Is maybe IP helper-address is the same as SVI address???

Something like:

interface Vlan 470
ip address 10.199.0.2 x.x.x.x
ip helper-address 10.199.0.2

There is NO ip helper address on the VLAN.  The VLAN is just a point to point.  See the config for the two devices below:

Device #1
wc01082_cat6509a#sho run int vlan 470
!
interface Vlan470
 description 200 peer to peer 002
 mtu 9216
 ip address 10.199.0.2 255.255.255.252
 no ip redirects
 ip flow ingress
 ip flow egress
 ipv6 address FDC8:8701:200:470::1/64
 ipv6 enable
 ipv6 rip b082noc enable
end

Device #2
x7y3_cat6509a#sho run int vlan 470
!
interface Vlan470
 description 200-082
 mtu 9216
 ip address 10.199.0.1 255.255.255.252
 no ip redirects
 ip flow ingress
 ipv6 address FDC8:8701:200:470::2/64
 ipv6 enable
