There is no such thing as "Tier 1, Tier 2, or Tier 3".

A provider is either transit free -- meaning he exchanges prefixes via BGP with all other transit free providers and does not require the purchase of a transport link to reach a network.

Typically, "Tier 1" means transit free.  "Tier 2" means a mix of transit free and paid transport.  "Tier 3" means mostly or all paid transport.

We have not used the phrase "Tier" in years.  It's either transit free, paid transport, or a mix.
