Multi-site SnapProtect backups

I have a site (site 1) in Wisconsin and  a site (site 2) in Iowa, each of which has a NetApp running OnTap 7 mode (8.2.2), with 2 clustered 2012 R2 Hyper-V hosts running several VMs on a Cluster Shared Volume LUN on the NetApp. I want to backup the hosts and VMs at each site and replicate them to the other site so I have a local backup at each and an offsite replication. I have limited bandwidth between the sites so I really need to make sure backups are done locally at each site and the only thing that runs through the WAN link is the replication.

I have a SnapProtect server and an OnCommand server at site 1. Do I have to setup a SnapProtect server and an OnCommand server at site 2, or just a SnapProtect server? Or is it some other role I put at site 2?  Any ideas on what I need in this scenario or how to achieve it

If you're worried about the snapvault/snapmirror data transfers, you need not.

The Oncommand/snapprotect server is just orchestrating the backups/replication but it is not actually involved in the data transfers. The actual data transfers are running between the Netapp systems directly.

As long as you're only doing Netapp-to-Netapp stuff, only one server is needed.
